The Every Student Succeeds Act (ESSA) serves as the latest reauthorization of the Elementary and Secondary Education Act of 1965 (ESEA) which was last reauthorized in 2002 as the No Child Left Behind Act (NCLB). Since its inception, the intent of the law has been to provide all children significant opportunity to receive a fair, equitable, and high-quality education, and to close educational achievement gaps. Parent and family engagement and consultation have always been a key piece of the law, focused on the parents of “Title I-participating” children.

Parent Engagement means the participation of parents in regular, two-way, and meaningful communication involving student academic learning and other school activities, including ensuring:

  1. parents play an integral role in assisting their child’s learning;
  2. parents are encouraged to be actively involved in their child’s education at school; and
  3. parents are full partners in their child’s education and are included, as appropriate, in decision making and on advisory committees to assist in the education of their child.
