Biography and Career of Rebecca Coss-Morales

Rebecca Coss-Morales is the Associate Superintendent for District Administration and Student Services at United ISD, bringing over two decades of dedicated service and leadership to the district. Her extensive career spans roles such as Assistant Superintendent for Administration and Policies, Executive Director of Federal and State Programs, Principal of United Middle School, Assistant Principal, and Elementary Teacher. She has earned recognition for her dedication to student success, including being a semi-finalist for the H-E-B Excellence in Education Awards in 2018 and Region One Principal of the Year in 2016.

Throughout her tenure, Mrs. Coss-Morales has been instrumental in developing district policies and supporting educational improvements at all levels. She has played a pivotal role in district-wide initiatives such as securing competitive grants to fund tuition-free after-school programs and expanding STEM programs to eight middle schools.

Mrs. Coss-Morales is also an active contributor to educational leadership discussions on a national level, having participated in the 2023 Congressional Award Education Leadership Summit in Washington, D.C. She is currently pursuing her Doctoral Degree in Educational Administration and continues to advocate for student and staff excellence at United ISD.

Overview of the Division of District Administration and Student Services

The Division of District Administration and Student Services at United ISD is a cornerstone in ensuring the district’s smooth operations and the success of its students. The division works collaboratively with various departments to promote educational excellence, district-wide improvement initiatives, and foster communication across campuses.

The division oversees critical departments, including:

  • Federal and State Programs: Focuses on compliance with federal funding, state compensatory programs, and support for at-risk student populations.
  • Athletics: Manages the physical education and extracurricular athletics programs.
  • Fine Arts: Coordinates music, theater arts, and art education district-wide.
  • Health Services: Ensures a comprehensive health services program for students.
  • Discipline Management: Administers student conduct and discipline policies, including Title IX compliance.
  • Public Relations: Enhances communication between the district and the community, promoting the district’s mission and achievements.

Goals

The goals of the Division of District Administration and Student Services focus on promoting academic excellence, fostering student development, and enhancing the overall educational experience within United ISD. Key objectives include:

  • Implementing District-Wide Policies: Ensure that educational policies and guidelines are effectively executed to support student achievement and district growth.
  • Enhancing Communication and Collaboration: Foster open channels of communication between district departments, campus administrators, and the community to ensure alignment with district goals.
  • Promoting Student Success: Support initiatives like after-school programs, STEM expansions, and health services that directly benefit students’ academic and personal growth.
  • District Improvement Initiatives: Coordinate efforts to improve classroom instruction, student discipline, and overall district operations.
  • Recognizing Excellence: Continue to lead efforts in celebrating the achievements of students and staff through district-wide recognition events​.
