The Migrant Education Program (MEP) actively seeks to identify and recruit all eligible migratory children and youth residing within the United ISD boundaries. Identification allows the local program to provide quality supplemental instruction that responds to migrant student and family needs. The number of identified children allows the program to also plan for the adequate and appropriate staffing that provides a variety of social and academic services. Migrant recruiters make contact with migrant families, explain the MEP and secure the necessary information to make a determination of eligibility on a corm called the Certificate of Eligibility (COE). That form is then presented to the program reviewer who reviews and approves or disapproves each family in the district according to federal guidelines. The district maintains a yearly Master Identification & Recruitment Plan in order to focus recruitment efforts within United ISD school boundaries.
